You will serve as a Program Analyst (DATA ANALYTICS) in the U.S. Fleet Forces, an Echelon command. Executive Directorate (N02), Fleet Readiness Analysis Officer (N02R), Integrated Readiness Analysis/QMDS Divisions (N02R2/3) of COMMANDER US FLEET FORCES COMMAND.

Duties

You will supervise and manage strategic and operational readiness working groups to fully integrate wholeness indicators with readiness output, to inform 4 Star decisions on operations, training and readiness. You will evaluate and articulate impacts of proposed readiness decisions to inform course of action selection and recommendation to Flag/SES. You will serve on Fleet study teams and responds to a variety of quick turnaround point papers, read-a heads, and briefings to support special projects and taskers. You will establish and maintain a library of documents to facilitate presentations and briefings. You will represent the directorate and the Director, as appropriate, in forums associated with operational, training or readiness planning. You will monitor progress toward organizational goals and making appropriate adjustments is a key responsibility for the incumbent. You will participate with Division Head in long-range planning, periodic and comprehensive evaluation of program goals, objectives, and recommended adjustments to division objectives. You will be responsible for reviewing staff recommendations on policies developed to affect the organization’s mission, considering political, social, economic, technical, and administrative factors.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing integrated, resourcing and policy solutions within concurrent processes. Experience providing master-level leadership and oversight management of cross functional teams. Experience supervising and managing strategic and operational readiness working groups to fully integrate wholeness. Experience engaging in directing the work of multiple organizational units, is accountable for the success of multiple programs and projects, monitors progress toward organizational goals and periodically evaluates and makes appropriate adjustments to such goals, supervises the work of employees, and exercises important policymaking, policy-determining, or other executive functions. Experience conducting liaison and works with other technical authorities, resolves problem areas and contentious issues, maintains continuous contact and works closely with OPNAV, PACFLT, SYSCOMs, TYCOMs, Numbered Fleets and other Echelon III and below staffs.
