You will serve as a PROGRAM AND MANAGEMENT ANALYST in the FLEET MAINTENANCE RESOURCING REQUIREMENTS DIVISION of COMMANDER US FLEET FORCES COMMAND.
Duties
You will be responsible for a portion of the Planning, Programming, Budgeting, and Execution (PPBE) process of the annual Fleet ship maintenance budget (more than four billion dollars).
You will develop, review, and submit budget exhibits, issue papers, reclama, and load sheets as required.
You will review proposed changes to the POM for impacts to Ship Maintenance planning and execution.
You will assess the adequacy of program and fiscal plans to support Fleet strategic operational objectives.
You will make recommendations regarding cost-effectiveness and timeliness of proposed program approaches and strategies
You will provide corporate knowledge and continuity over Fleet ship maintenance fiscal matters that span several fiscal years.
You will monitor and manage the POM and DON/Execution Year Guidance (EYG) development to include coordination with PACFLT, OPNAV, and Office of Financial Management and Budget (FMB).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the Program and Management Analyst GS-0343-14 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience leading U.S. Navy Activities/Organizations, to include Navy Staff and ship maintenance activities such as Naval Shipyards and Regional Maintenance Centers.
Experience directing and creating top level budget execution.
Experience with and knowledge of Financial Management, to include creating and analyzing Budget Issue Papers.
Experience with and knowledge of Program Objective Memorandum (POM) processes.
Experience communicating relevant information in a concise manner.
Experience disseminating work and executing to the priority work.
