You will serve as a FINANCIAL MANAGEMENT ANALYST in the NIPO FMS FIELD OFFICE.
Duties
You will develop and implement financial management plans, procedures, and programs to facilitate the application of financial resources to achieve the organization’s mission.
You will analyze yearly fiscal controls and execution years pend plans, making recommendations to accommodate required mid-year and end of year changes.
You will analyze and develops budget exhibits, such as UFRs, and budget justification including developing reclamas/issue papers to program budget marks.
You will review and recommend approval of input for budget exhibits and budget justifications for submittal to the Navy IPO Comptroller.
You will develop content to provide managers with a number of listings, reports, and data relative to status of funds and obligations.
You will prepare and review responses to external audits which involve the implementation of financial management policies and procedures.

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Section 1599d. This certification level must be achieved within prescribed timelines
- Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying financial and budgetary regulations and policies that impact assigned acquisition programs (e.g. Foreign Military Sales (FMS)) and organization;
Experience analyzing budgetary trends to determine and justify budgetary actions; and
Experience evaluating and analyzing audit reports and budget reviews to identify financial related issues and recommend corrective action.
