You will serve as a Supervisory Program Manager in the Consolidated Card Program Management Division of CNSSC OPERATIONAL SUPPORT FIELD.

Duties

You will initiate and support research and development of new concepts, technologies and application of electronic card/DTS, financial and electronic transaction Technology. You will review attainment of the electronic Card/DTS program milestone in order to justify and correct deficiencies that may jeopardize timely accomplishments of program objectives. You will direct 4 teams of managers and analyst supporting all DON and Navy Charge Card/DTS programs. You will provide expert communication skills, with demonstrating ability to express complex ideas in a clear, concise manner. You will formulate, develop, establish, and implement overall electronic Card/DTS management and electronic transaction systems program policies and procedures for NAVSUP and the DON. You will be the single source of expertise to serve on, and liaise with DON, DOD, federal, industry, and public Card/DTS commerce policy and standards bodies in both the national and international arenas.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of Supervisory Program Management specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing leadership, management, supervision, technical direction, guidance and assistance in support of the Department of Navy electronic Financial charge card programs (Purchase, Travel and FUEL such as Fleet,Aviation Into-plane Reimbursable (AIR®), Ships' Bunkers' Easy Acquisition (SEA®) and Swipe SEA)) and the Defense Transportation Systems. You have experience formulating, developing, establishing, and implementing program policies and procedures in support of the Navy Electronic Charge Card/DTS management and electronic transaction systems through the use of program evaluation studies and developing new methods and procedures to measure program accomplishments, results, and effectiveness. You have experience preparing and providing a wide range of substantive oral and written presentation and reports concerning the resolution of complex and unique program responsibility to high level officials, military and civilian. You have experience providing a full range of Human Resource Management functions directing managers and analyst supporting highly visible navy administrative programs. Examples of specialized experience may include the following: 1) Initiate and support research and development of new concepts, technology and application of Navy Charge card programs and DTS management; 2) Applying a mastery knowledge of planning concepts, techniques and implementation methods; organizational and leadership skills to negotiate effectively with management to obtain acceptance of recommendations; 3) Responsible for Human resource management functions which include approving selections to fill vacancies, coordinate the work of subordinate, conducting performance evaluations, providing discipline and correction plans, formulating training plans, and providing full support to the equal employment opportunity program; 4) Plan, organize and direct team study work and negotiate with management to implement recommendations where proposal involves substantial agency resources and require a change in established procedures.
