You will serve as a Supervisory Program Manager, in the Corporate Operations Department, Naval Supply Systems Command (NAVSUP) Headquarters, Total Force Division.
Duties
You will provide oversight of various systems of record used to maintain organization, personnel, billet, and position data supporting NAVSUP Total Force.
You will develop metrics, conduct trend analysis, and utilize data to support senior leadership decisions and processes.
You will establish and execute workforce policies affecting the program budget for human capital programs.
You will plan and structure resources to meet program goals and maximize the use of available resources.
You will plan, assign, and evaluate work performed by subordinates, including setting, adjusting priorities and considering the difficulty and capabilities of each employee.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates a mastery of analytical and evaluative methods, theories, concepts and techniques pertinent to the study of Human Capital, Business, and Financial operating programs sufficient to develop and implement an integrated approach for a long-range Human Capital Management strategy. Specialized experience also includes an expert knowledge of workforce management, culture climate management and strategic planning principles and practices. Provide enterprise functional community management support and oversight in the areas of Defense Acquisition Workforce Improvement Act (DAWIA) and Financial Management (FM) positions and their associated professional certification programs. Examples of Specialized Experience must include: 1) Develop and implement an integrated approach to NAVSUP's long range Human Capital Management Strategy and Workforce shaping in order to support the ability to recruit, develop and retain an integrated, highly skilled, diverse workforce; 2) Provide program oversight to NAVSUP Human Capital Analytics Development, Enterprise Resource Planning (ERP) Workforce Management, Travel, Travel/Purchase Card, Payroll, Organizational Management, and Civilian and Military Manpower and Manning initiatives; 3) Provide oversight of various systems of record used to maintain organization, personnel, billet, and position data supporting NAVSUP total force; 4) Develop metrics, conduct tend analysis, and utilize data to support senior leadership decisions and processes; 5) Plan, organize, direct team study work, negotiate with management and implement recommendations, where the proposals involve substantial agency resources/require extensive change in established procedures.
