You will serve as a Supervisory Program Manager of CNSSC FLD DET MECH PA.

Duties

You will lead and manage policy development, strategic visioning, planning, investment evaluation and control, workforce planning, resource management, and knowledge management for the Division. You will develop policies, procedures, standards and methods for managers and non-supervisory employees. You will independently prioritize, plan, schedule, and execute major projects developing analytical methods and procedures to meet objectives. You will develop authoritative analyses, evaluations, and recommendations that are reviewed for potential influence on Department of Navy policy objectives and cross-program goals.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector having expert knowledge and experience in the implementation of efficient and effective Supply Chain Management and Information Technology (IT) solutions. Specialized experience must include: 1) Mastery of IT theories, principles, concepts, standards, and practices in order to develop new theories, concepts, principles, standards and methods in specialty areas; 2) Serve as a senior expert and consultant advising on integrating IT programs with other programs of equivalent scope and complexity; 3) Apply a wide range of management principles, theories, and processes to a variety of studies, investigations, and assignments utilizing a high degree of resourcefulness and inventiveness; 4) Expert in qualitative and quantitative program analysis and evaluations and provide conclusions and recommendations on program budget submissions, supply system, and program initiatives; and 5) Prepare and present findings, resolve controversial issues, and reach consensus on particular course of action; 6) Plan, assign and evaluate work performed by subordinate including setting and adjusting priorities.
