About the Position: Serves as the management and program analyst at the Installation Management Command - Pacific (IMCOM-P) Army Support Activity (ASA), Guam Forward Element (GFE) in support of Joint Region Marianas (JRM) and Army units and activities in Guam.
Duties
Manages, reviews, consolidates, analyzes submissions and requirements to verify accuracy the Table of Distribution and Allowances (TDA) documentation of military and civilian manpower and equipment for the ASA Guam.
Serves as the principal advisor, technical and functional subject matter experts (SMEs) to the Commander to give and obtain information to define optimal strategies to define and allocate the Command’s limited resources and workforce assets.
Responsible for POM development, budget requirement preparation and execution involving appropriated funds (APF).
Serves as the subject matter expert for installation agreements and manpower, is responsible for advising management on decisions on how to proceed in negotiating agreements as needed, costing of reimbursable efforts, and organizational structure.
Manages and administers the ASA’s RMIC program to include the development and publication of policies and instructions related to the program.
Requirements

- Temporary Duty (TDY) travel may be required up to 25% of the time.
- Incumbent may be required to obtain and maintain a T3 security clearance.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
