About the Position: Serves as the management and program analyst at the Installation Management Command - Pacific (IMCOM-P) Guam Forward Element (GFE) in support of Joint Region Marianas (JRM) and Army units and activities on Guam.

Duties

Plan and advise on implementation of new ideas, procedures, processes, methods or approaches of substantial scope, difficulty, and complexity in areas of productivity, quality management, and continuous improvement initiatives. Oversees and supports Inter/Intra Service Support Agreement (ISSA) and Joint Memorandum of Agreement (JMOA). Participates in and frequently chairs meetings with officials, managers and commanders to develop ISSA; reviews program data and takes action; conducts or participates in field surveys throughout Guam for consolidation of services Participates in or serves as project lead on a variety of special studies related to Base Operations (BASOPS) program areas. Integrate and frame for consideration the concerns and priorities of the Army unit and installation stakeholders Represent the GFE in meetings with staff officials. Keep abreast of new developments for possible application.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) travel may be required up to 25% of the time.
  • Incumbent may be required to obtain and maintain a T3 security clearance.

Specialized Experience GS-13: One year of specialized experience which includes experience with 1) interpreting policies, procedures and regulatory guidance as it pertains to operations and program management; 2) analyzing the effectiveness of program operations in meeting established goals and objectives; 3) making recommendations that will change or develop organization's policies and programs; AND 4) providing advice concerning Support Agreements for conformance to regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
