This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Business Analysis Group (BAG) . As a Budget Analyst, GS-0560-14, you will serve as a technical authority directing the development and execution of the Agency's annual operating plan.

Duties

Provides expert technical guidance in the execution of the CMS budgets for the various programs. Provides technical advice, guidance, and recommendations to components on budget request submissions. Serves as primary lead in either developing or assisting Agency components in developing cost allocation methodologies. Interpret, analyze and apply complex regulatory, legislative and administrative guidance pertaining to the execution of budgetary resources and the preparation of a wide variety of budget documents. Serves as budget representative on various workgroups including system development, business process development, accounting, acquisition, cost-allocation, and other ad hoc work groups.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Experience in the Call Letter Process, setting up and facilitating the Budget Development Group (BDG) process and the development of the operating plan for multiple accounts; and 2) Executing the CMS budget for a CMS program, ensuring that the Agency Operating Plan and the execution of funds conform to the requirements of OMB Circular A-11, CMS internal budget controls, laws and applicable requirements; and 3) Establishing (or altering) funding and account structures, including the various accounting code connections in HIGLAS. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
