This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Budget and Analysis Group (BAG), Division of Program Budget.
As a Supervisory Budget Analyst (Deputy Director), GS-0560-14, you will serve as technical authority for the development of policies and procedures for the formulation and execution of the federal budget's variety of CMS programs for the states and U.S. Territories.
Duties
The employee represents the division in contacts with stakeholders regarding matters which are often of a controversial and sensitive matter.
Analyzes cost data and trends to evaluate the appropriateness, effectiveness, or other impact resulting from the implementation of law, regulations, policies or operational procedures.
Provide leadership and executive direction over the activities of the division.
Conducts assessments of the impact on CMS budget of potential legislative changes and develops an agency position and response with respect to proposed legislation affecting the budget process.
Shares technical guidance and advice with budget staff within CMS, on budget formulation.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Providing technical guidance on budget formulation for national level, mandatory health care programs; (2) Developing policies for budget formulation and execution for federal program accounts; and (3) Providing technical guidance to CMS staff on budget execution activities, such as: apportionments, allotments, allowances, and reconciliation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
