Serves as a lead budget analyst with lead responsibilities in performing a variety of budget analysis functions in any segment of the normal range of budget administration, including budget formulation, budget presentation or budget execution.

Duties
The incumbent is responsible as the lead analyst for performing duties which involve the formulation, review, presentation and/or execution of a segment of SSA’s total administrative/program budget.
Provides performance data and analysis information to supervisor, senior analysts, and partners inside the agency to set priorities, influence plans and support decisions regarding resource allocations.
Reviews and edits component and office budget submissions for reasonableness, accuracy and conformance with procedures and guidelines; making recommendations for changes in component estimates.
Reviews the relationship between prior year costs and accomplishments, current year estimated actual experience and projections for the budget year and taking or recommending appropriate action.
Monitors actual expenditures against spending plans; recommends necessary reprogramming of SSA funds for unanticipated workload changes, for major unbudgeted projects or for changes in productivity or unit costs.
Interprets fiscal policies for the assigned areas; working with necessary staff, ensuring that operating officials clearly understand SSA budget instructions.
Maintains extensive program and financial management relationships with other SSA component employees as well as certain external stakeholders.
Prepares both written and oral presentations and major documents for internal and external use.

Qualifications
MINIMUM QUALIFICATIONS:
To qualify for this GS-13 Budget Analyst position you must demonstrate at least 52 weeks of Specialized Experience.
SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-12 or above.
SPECIALIZED EXPERIENCE is work directly related to the formulation, development and execution of a major portion of SSA's administrative budget.
If you have this experience, your resume must describe, in your own words, the duties you perform that pertain to the requirements for this position.
Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.
