Serves as principal technical advisor to the Office of Budget Associate Commissioner and Deputy Associate Commissioner providing program expertise and program management, direction and oversight for the agency budget process, budget systems, legislative initiatives or projects involving the development, interpretation and/or implementation of regulations and policies that impact the federal budget process.

Duties
Serves as the principal technical advisor to the AC/DAC in supporting major budget initiatives.
Provides analytical, consultative, writing, editing, presentation and advisory services to the AC/DAC and agency executives on visible/complex matters impacting formulation, presentation and execution of agency program and administrative budgets.
Provides input to the AC and DAC with regard to budget presentation utilizing authority on financial management, budgeting, marketing, and communication.
Prepares background papers, confidential reports, briefing materials and recommendations from the AC/DAC or DCBFM to high-level agency officials and the Commissioner that involve SSA budget and program issues.
Provides advice and assistance to the AC and other OB managers in planning, formulating and implementing the SSA budget management process. Provides advise on and evaluates various aspects of the agency budget process for effectiveness.
Develops and leads implementation of ideas for improvement.
Gathers information, serves on intra-agency, SSA wide committees or workgroups, as assigned. Represents and speaks for the AC/DAC (and frequently for DCBFM)) in a committee or workgroup setting.

Qualifications
MINIMUM QUALIFICATIONS
To qualify for this GS-15 Budget Analyst position you must demonstrate at least 52 weeks of Specialized Experience.
SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-14 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-14 or above.
SPECIALIZED EXPERIENCE is work that primarily consists of a wide-range of analytical, technical, and advisory services concerning complex and sensitive agency-level financial management or budget objectives, goals and priorities. Such experience should include planning, preparing and presenting agency-level requests to senior agency executives, senior managers and/or OMB.
