This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Medicare Drug Rebate & Negotiations Group (MDRNG), Division of Contract Support (DCS) .
As a Budget Analyst, GS-0560-13, you will serve as a senior budget analyst performing complex budget development, formulation and/or execution functions.
Duties
Develops cost-benefit analysis of proposed budgetary and program actions and advises agency officials of most advantageous courses of action.
Tracks obligations, expenditures and the flow of funds to ensure fund availability for allocating financial resources for travel, training, supplies, and other acquisitions.
Reviews, analyzes, and interprets existing and proposed legislation, appropriation language, executive orders, and OMB circulars and bulletins.
Provides expert advice and recommendations for budgetary actions.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Using a variety of automated systems to collect data and formulate various reports that execute approved budgets such as budget justifications and forthcoming expenses;
2) Maintaining complex databases, registers, and other accounting/tracking systems to ensure funds availability for planning and allocating financial resources for travel, training, supplies, and other acquisitions.
3) Developing cost-benefit analysis of proposed budgetary and program budget acquisition and advises agency officials and program managers of most advantageous courses of action; AND
4) Managing budget and budget formulation within the organization.

Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
