You will serve as an Administrative Specialist at NASA Armstrong Flight Research Center (AFRC), Institutional Safety Branch. The Branch enhances mission success by providing independent analysis through audits, surveillance, and inspections of AFRC facilities, equipment and operations. Providing direct management support by analyzing the Institutional Safety departments processes, optimizing business operations, increasing productivity, efficiency, and providing expertise on communications.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Investigates incidents to identify their root causes and assist in the development of preventative measures as well as analyzing accident and incidents for trends.
Assists in the monitoring of the monthly audits of consultant and contractor safety performance relating to accident statistics and compliance.
Coordinates inspections, assessments, surveys, and program evaluations to identify potential hazards, and ensures compliance with all applicable safety and environmental rules.
Performs daily inspections of construction sites and oversees inspections of other staff, consultants, and contractors to ensure compliance with safety rules and regulations.
Assists in the development of, and training required for all employees in all areas of health, safety and sustainability standards.
Assists in the development and implementation of safety and sustainability programs, policies and procedures in multiple areas of operations in the facility.
Performs job hazard assessments (JSA) Safe Operating Procedures (SOP) by participating in processes and procedures and researching industry best practices and regulatory requirements.
Maintains Institutional Safety metrics, perform data validation and quality control checks to ensure adherence to established standards and regulations.
Devises and implements record plans and ensures that organizational data is accurate and appropriately stored in accordance with record plans.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Assisting with Institutional safety requirements for facilities according to regulatory requirements;
Communicating with stakeholders to gather information and share expertise, and delivering clear, concise, and accurate written and oral communication;
Assisting with support in the utilization of institutional safety resources.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Documenting and monitoring Institutional safety requirements for facilities according to regulatory and local requirements;
Supporting negotiations with stakeholders or customers to meet organizational or program goals, actions, or services;
Providing tasks assistance to Facility Managers, Project Managers, or engineers in the utilization of institutional safety resources.
