In this position you will support the Commander with the development of plans and programs through strategic processes, plans, policies, & partnerships; and supporters of the AFTC's current mission through tactical processes and subject matter expertise.

Incumbent performs one of the following duties as a primary responsibility and may be back-up for the other duty. Leads, facilitates and guides CPI events, the strategic plans team defines, directs, and implements the Center Strategic Planning program; and advises the Center Commander on all aspects of the program. Incumbent performs one of the following duties as a primary responsibility and may be back-up for the other duty. Establish Policy: As the Center Critical Asset Risk Management (CARM) Lead and Energy Assurance (EA) Lead,directs/defines CARM and EA processes and policies for the Center to allow the identification and protection of vital resources and reach the desired level of mission assurance. Pro-actively communicates status (priorities, selection, results, and issues) to Center CC as required.Advises senior leadership on the status and results of ongoing program activities at the Center and across the AFMC. Training/Mentoring: Provides training and mentoring to individuals across the Center in any of the special subject areas managed by AFTC/XPT.

  • Telework may be authorized, this position is Situational Telework Eligible (must reside in the local area) for UP TO a maximum of 80% of the time.

  • Obtain and maintain Security clearance.

  • Continuous process improvement certification at the green belt or black belt level desired.
  • Project management training and experience desired.
  • Subject to Temporary Duty Assignment (TDY) approximately 30 days per year.
  • This position is centrally managed (PCS costs will be paid).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-12 or equivalent in the Federal Service. You must have at least one year specialized experience which is equivalent to Federal experience at the next lower grade (GS-12), level, pay band (NH-03), or equivalent (pay schedule, pay band, etc). Specialized experience is described as: Support the Commander with the development of plans and programs. AFTC/XP members are architects of the AFTC future mission through strategic processes, plans, policies, & partnerships; and supporters of the AFTC's current mission through tactical processes and subject matter expertise. This position leads, manages and/or supports the following programs: AFTC Strategic Planning, Continuous Process Improvement, Innovation, Military Construction, Facility Plans, Continuity of Operations, Critical Asset Risk Management, Energy Assurance, Test and Evaluation Metrics, and others related to strategy and readiness. Knowledge, Skills and Abilities: Knowledge of and experience with continuous process improvement techniques such as LEAN, Six Sigma,Theory of Constraints, and other accepted methods, as applied to areas relevant to Center mission areas or processes. Knowledge related to Air Force operations, and flight and ground test and evaluation processes, including planning, provisioning, executing, analyzing, and reporting. Practical knowledge of and familiarity with a technical field key to the activities of Air Force test and evaluation(engineering, operations, project management, finance, etc.) Comprehensive knowledge of the T&E Enterprise, Center activities, resources, and operating and testing procedures in order to maintain close coordination and effective working relationships with the various Center organizational elements, and other government agencies, contractors, and top-level administrative and technical agency personnel. Ability to lead the implementation of challenging, innovative, and multi-disciplinary programs with only general guidance on policy, resources, and planning. Strong ability to plan, coordinate, team, maintain good working relationships, and communicated effectively with various technical and analytical disciplines, and with other Air Force, DoD, and domestic government agencies. Strong ability to research, analyze, interpret, and apply rules, regulations, and procedures to a variety ofsituations and to recommend timely and economical solutions.
