In this position, Deputy Director, Personnel Directorate is the strategic partner of the warfighter providing the human resource expertise and policies to attract, develop, motivate and retain a diverse workforce.

Plans work to be accomplished by subordinates, sets, and adjusts short/long-term priorities, and prepares schedules for completion of work.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Shares with the Director on the full scope of responsibility for managing the activities of the Directorate.
Represents the Director officially, when acting for the Director, possesses the same authority and prerogatives.
Advises the AFTC Center Commander on military and civilian matters relative to personnel and manpower in the areas of strategic planning, policy, workforce planning and execution, program allocation and control, force/leadership development, workforce effectiveness, senior officer and civilian management, human capital advisory services and strategies, and collective bargaining/partnership.
Develops AFTC workforce policies and practices to align overall human capital strategies with Command and AF mission, goals, and objectives.
Plans, organizes, and oversees the activities of the Personnel Directorate.
Assist Director in overseeing and standardizing AFTC Force Support functional policy and processes, as well as managing the functional workforce across the Center to include workforce planning, performance management, advocating for resources, training management, developmental opportunities, and assessing current and projected workforce requirements.
Participates in special projects and initiatives and performs special assignments as Deputy.

- Supervisory requirements may be required depending upon the position being filled.
- Up to 30 travel days per year possible
- This position is NOT remote eligible
- Up to 40% telework possible (must reside in the local area). Specifics will be discussed with the Selecting Official.

AFTC is the center for test management which includes staff agencies and 412 TW at Edwards AFB, CA; 96 Test Wing at Eglin AFB, FL , Arnold Engineering and Development Center at Arnold AFB, TN and numerous operating locations throughout the United States, with ~ 13K military and civilian authorizations and ~5K contractors.

Position specific skills and experience desired in a potential candidate:
At least 2 years of experience at the GS-13 (or equivalent) grade level working as a strategic partner of the warfighter providing the human resource expertise and policies to attract, develop, motivate and retain a diverse workforce.
Knowledge, Skills and Abilities
Mastery of advanced human resources and force management principles, concepts, regulations and practices, analytical methods and techniques to resolve force management problems not susceptible to treatment by standard methods.
Knowledge of a wide range of concepts, principles, practices, statutes, regulations, current trends, and developments in personnel (military and civilian), family services, education/training, and military services programs.
Knowledge of DoD, USAF, AFMC and Center organizations, programs, missions and functions to analyze and determine human resources and force management plans, programs and initiatives to support customers' current and future requirements.
Knowledge of personnel safety, security, and EEO regulations, practices, and procedures.
Proven ability to work through subordinate supervisors to plan, organize and direct functions; mentor, motivate, direct, and appraise the staff of an organization.
Demonstrated ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve the intended goal.
Ability to establish and maintain effective working relationships with a variety of individuals and organizations to include presenting information and decisions in briefings, reports, and other materials.
