The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of, Financial Management Specialist, GS-0501-11. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.

Duties

Serves as Tier 2, SME to execute Air Force-wide Military Pay program(s). Works in partnership with Tier 3 Business Process Owner to conduct studies and/or initiatives to improve Military Pay programs and/or influence process changes for these programs that typically involve long-range, highly complex, and often sensitive topics. Provides advisory services to managers, supervisors, and employees on enlisted retention program(s). Implements DAF/A1P and Secretary of the Air Force Personnel Council (SAFPC) decisions on waivers to meet military personnel pay eligibility requirements submitted to AFPC for final resolution.

  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This is a developmental position with known promotion potential to the target position; This position is built for GS-07 developmental to GS-11 position
  • Travel and relocation expenses will not be paid
  • Area of consideration may be limited to employees serving in identical or similar positions or organizations to which the duties could have been assigned.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions; 0501 series click here GS-07 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION: Applicant musthave successfully completed 1 (one) full year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. OR EDUCATION: Applicant musthave successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the Department of the Air Force regulations, policy, techniques, practices, mission, and organizational structure of the specific program and or functional field to support DAF wide military personnel program administration responsibilities. OR EDUCATION: Applicant musthave successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: GS 07 / 09/ 11: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: GS-07: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. GS-09: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS 7/9: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of the Financial Management Specialist. Skill in communicating factual and procedural information clearly, orally and in writing. Ability to learn basic techniques of the Financial Management Specialist. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Ability to plan and organize work, and consult effectively with co-workers KNOWLEDGE, SKILLS AND ABILITIES (KSAs) for GS 11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting Air Force wide military personnel program administration responsibilities. Knowledge of the laws, regulations, principles, and practices of military personnel programs; Comprehensive knowledge and background in quality assurance evaluation and associated Air Force written correspondence is required. Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues. Ability to prepare special studies and staff reports; Ability to establish effective working relationships and to communicate well with others, orally and in writing. Ability to plan, organize, and apprise the field activities of policy or regulatory changes through personnel services; Ability to analyze, plan and adjust work operations of one or more organizational segments. ???????PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
