The primary purpose of this position is to perform inspections and advisory duties at the command and unit level to detect and reduce or eliminate program mismanagement or waste for complex multi-mission installations involving diverse activities.

Duties

Performs Major Command (MAJCOM)-level inspector duties for formal inspections covering a wide array of nuclear and conventional operational mission and mission support tasks. Ensures Head Quarters (HQ) Air Force, Center, MAJCOM, NAF, and unit-level resource management policy and procedural guidance comply with legal and regulatory requirements and meet customers' needs. Serves as technical advisor to the Inspector General, team chiefs, and IG team leads for wholesale and retail supply, supply chain management and acquisition logistics (supply). Trains new inspection team members and augmentee inspectors recruited from various units on proper policies and procedures for inspecting, documenting, and reporting wholesale and retail supply, supply chain management, and acquisition logistics (supply) inspection activities.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct inspections, interpret complex policies/regulations, recognize, and resolve significant discrepancies and/or inconsistencies among findings. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis and improvement of program effectiveness or the involvement of complex management processes and systems. Knowledge of Air Force, MAJCOM, and unit/installation organizational structure, operations, and policies; and mission responsibilities of the many diverse organizational entities. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of recognized standards and AFGSC's current missions, operations, logistics and support functions in relation to supply, supply support, logistics, supply chain management, and Nuclear Weapons-Related Materiel (NWRM) management techniques and procedures; and agency and installation manuals, rules, and regulations. Knowledge of and ability to assess compliance with overarching guidance such as supply regulations, manuals, catalogs, records, orders, safety instructions, practices, and procedures; security requirements; sexual harassment and Equal Employment Opportunity/Equal Employment Treatment practices and procedures; recognition and reporting of potential Fraud, Waste, and Abuse; and official travel processes and restrictions. Knowledge of the operation and management of forward supply points; Single Point Failure and Operational Readiness Parts management; wholesale and retail supply; supply chain management; and acquisition logistics (supply) in peacetime and wartime environments. Knowledge of and ability to assess compliance with processes and procedures for budgeting; purchasing; repairing; and enterprise item management documentation of supply transactions in both manual and automated supply systems in peacetime and wartime environments. Skill in developing and conducting training, education, and information programs for a variety of client groups; maintaining good working relations and use of tact and firmness when dealing with officials; and effectively communicating orally and in writing. Ability to apply analytical methods and techniques to resolve complex supply problems and/or assess deviations from normal supply management procedures or program requirements in peacetime and wartime environments while validating proper usage of resources and detecting potential Fraud, Waste & Abuse (FWA) of resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
