The primary purpose of this position is to serve as a MAJCOM headquarters-level inspector, applying Air Force military nuclear and conventional maintenance and operations experience, to plan, organize, and conduct inspection of policies, regulations, directives, programs, doctrine, procedures, and maintenance of assigned major command Special Access Programs (SAPs). Duties

Performs Major Command (MAJCOM)-level inspector duties for formal inspections covering a wide array of nuclear and conventional operational mission and mission support tasks. Performs Nuclear Surety (NSI), Unit Effectiveness Inspections (UEI), and other compliance/readiness inspections of all AFGSC Special Access Program (SAP) functions IAW governing instructions and regulatory guidance. Provides technical assistance and support. Serves as the MAJCOM SAP Inspections technical expert. Develops and provides program-specific inspection criteria on a wide range of Special Access Program (SAP) operations. Represents Head Quarters (HQ) Air Force Global Strike Command (AFGSC) at conference, workshop, working group and meeting activities related to Special Access Programs compliance and inspection issues.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work may require access to classified information. Must be able to obtain and maintain a Top Secret/SCI security clearance as a condition of employment.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Prior experience related to the operations and maintenance of substantive agency weapon systems related to the Air Force Global Strike mission (e.g. Bombers, (cont'd)
  • (cont'd) ICBMs, and related munitions) is highly desirable when recruiting for this position.
  • Prior experience with the agency security rules, regulations, policies, and procedures related to classified, Special Access Programs (SAPS); is highly desirable when recruiting for this position.
  • The employee is must be able to obtain and maintain all required technical certifications, and successfully complete required training, as determined by the supervisor.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of complex inspection and/or compliance principles, concepts, and practices sufficient to conduct MAJCOM inspections, interpret complex policies/regulations, recognize and resolve significant discrepancies and/or inconsistencies among findings. Knowledge of a wide range of qualitative and/or quantitative methods for the analysis and improvement of program effectiveness or the involvement of complex management processes and systems. Knowledge of Air Force, MAJCOM, and unit/installation organizational structure, operations, and policies; and mission responsibilities of the many diverse organizational entities. Knowledge of the agency Inspection Program, including applicable laws and regulations for investigations, enforcement, and/or compliance work. Knowledge of technological tools such as the Inspector General Evaluation Management System (IGEMS) and Management Internal Control Toolset (MICT), and of developing new approaches, methods, and procedures for gathering and analyzing data and reconciling inconsistencies between conflicting reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint, and AF inspection and compliance policies, instructions, and practices involved in the AF inspection program; AF structure, mission, and programs; and instructions governing the organization's operations and plans programs. 2. Knowledge of AF programs, structure, mission requirements, vulnerabilities, operational and security policies, and the work processes/operations of assigned organizations. 3. Knowledge of analytical and evaluative techniques related to the identification, consideration, and resolution of difficult issues or problems concerning efficiency and effectiveness of program operations. 4. Skill in gathering, assembling, and analyzing facts, drawing conclusions, devising solutions to problems, and identifying changes and trends. 5. Skill in conducting interviews with supervisors, functional experts, and employees to obtain information about organizational missions, functions, interrelationships, and work procedures. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, provide training, and maintain good working relationships with others using tact, courtesy and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
