The primary purpose of this position is to perform inspections and advisory duties at the Major Command (MAJCOM) and unit level to detect and reduce or eliminate program mismanagement or waste for electrical systems programs to include weapons, environmental, ground, explosives, Intercontinental Ballistic Missile (ICBM) and aviation activities compliance matters, serving on the Inspector General's Inspection Division.

Duties

Performs Major Command (MAJCOM)-level inspector duties for formal inspections covering a wide array of nuclear and conventional operational mission and mission support tasks. Ensures MAJCOM, non-appropriated fund (NAF), and unit-level resource management policy and procedures guidance complies with existing laws, instructions, and regulations pertaining to operational and management (O&M) engineering involving maintenance, repair, upgrade, and operation of electrical circuits, equipment, and infrastructure systems with legal and regulatory requirements and meet customer needs. Evaluates unit installations, repair, and maintenance of lightning protection systems, munitions/weapons storage area electrical systems and other large commercial and industrial electrical systems with complex problems and extensive repairs. Evaluates work related to construction management, design, and programming/base development functions for compliance with existing laws, instructions, and regulations. Assesses unit compliance with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, General Inspection Investigation Enforcement and Compliance Series 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and understanding of Air Force Global Strike Command (AFGSC)'s current missions, operations, logistics and support functions capabilities, organization and operations to develop, execute and inspect electrical systems scenarios, including wartime scenarios. Knowledge of electrical systems concepts, principles, and practices and extensive familiarity with other engineering disciplines and architecture; a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs, and goals of operational and management (O&M) programs and assigned organizations and related customers, functions, resources, and users. Knowledge of the principles and theories of electrical systems, to include mechanical, electromechanical, and pneumatic systems. Expert knowledge required to inspect the installation, testing, maintenance, and repair of power systems and associated electrical components of auxiliary and pollution control equipment; and inspection of the construction and operation of a variety of large industrial and commercial electrical systems, to include electrical operating, safety and security components of airfield lighting systems and conventional and nuclear munitions weapons storage areas. Expert knowledge required to inspect the proper usage and procedures of hand tools, power tools, and a variety of test equipment required to dismantle, repair, and reassemble electrical pumps, motors, impellers, to include balancing, aligning, and maintaining turbines, pumps, generators, and shredding equipment. Knowledge of safety regulations, practices, and procedures; and regulations, procedures, and policies related to records maintenance and documentation to include health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
