The primary purpose of this position is to serve as the focal point for inspection planning, management and coordination for all conventional and nuclear aircraft and missile operations, command post, and intelligence functions at Air Force Global Strike Command (AFGSC) units.

Duties
Performs MAJCOM-level inspector duties for formal inspections covering a wide array of nuclear and conventional operational and mission support tasks.
Exercises supervisory personnel management responsibilities for a military and civilian staff. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Performs Nuclear Surety (NSI), Unit Effectiveness Inspections (UEI), and other compliance/readiness inspections of all AFGSC aircraft or missile programs/functions IAWAFI 11-2B-52v1, AFI 11-2B-52v 2, AFI 11-2B-52v 3, AFI 11-202, AFI 13-5301v1, AFI 13-5301v2, AFI 13-5301v3, AFI 13-5301v4, AFI 13-5301v5, AFI 90-201, and all additional governing instructions and regulatory guidance.
Provides technical assistance and support. Serves as the MAJCOM Aircraft or Missile Inspections technical expert.
Develops and provides program-specific inspection criteria on a wide range of aircraft, missile, command post, and intelligence operations.
Represents Head Quarters (HQ) Air Force Global Strike Commands (AFGSC) at conference, workshop, working group and meeting activities related to aircraft, missile, command post, and intelligence programs and inspection issues.

- Work will require frequent travel away from the normal duty station.
- The incumbent will be required to travel on military and commercial aircraft.
- The incumbent may be required to perform extensive overtime.
- Nuclear operations competency in at least one Air Force Global Strike Command aircraft or missile system is desirable.
- The incumbent is required to acquire and maintain a Top Secret security clearance, with access to Sensitive Compartmented Information (SCI).
- The incumbent is required to safeguard classified or sensitive information and/or files.
- The incumbent is required to work in a variety of aircraft or missile maintenance facilities and outside locations under extreme weather conditions.
- Master’s degree highly desired.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of aircraft or missile planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of aircraft or missile procedures and design principles. Knowledge of research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective aircraft or missile functional requirements. Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine aircraft, missile, command post, and intelligence objectives and goals. Extensive knowledge of aircraft or missile concepts and program management principles, techniques and procedures as they apply to unit aircraft or missile support. Extensive subject matter knowledge in all major functional areas of nuclear surety, and inspection program and process activities, to include knowledge of safety, security regulations, practices and procedures as they relate to inspection theory and the principles, methods, practices and techniques of inspection systems, with emphasis on schedule development including complex exercise products. Keen knowledge of nuclear aircraft, missile, command post, and intelligence accounting and reporting processes, training program development techniques, and nuclear aircraft, missile, command post, and intelligence support. Knowledge of the functions of the Inspector General and relationships among command missions, programs, systems, procedures, activities plus the regulatory framework. Comprehensive knowledge of the complex interrelationships of the many levels of decision-making authority within the Department of Defense (DOD) nuclear enterprise, e.g.; base, Major Commands (MAJCOM), Air Staff, Secretary of the Air Force (SAF), OSD, and DoD, to aid in resolving problems and articulating these elements to AFGSC NSI inspectors.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of theories and principles of aircraft or missile planning, development and execution sufficient to coordinate and integrate functions into a total, well-structured and viable program, coupled with a comprehensive knowledge of aircraft or missile procedures and design principles. Knowledge of research methods and assessment techniques used in developing, testing, installing, operating, managing, and maintaining effective aircraft or missile functional requirements.
Knowledge of fiscal, manpower, materiel, facilities, and services requirements necessary to support a program and develop and analyze data to determine aircraft, missile, command post, and intelligence objectives and goals.
Ability to identify support requirements (including funding and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Ability to communicate factual and procedural information clearly, both orally and in writing, then plan, organize, coordinate and direct all or a portion of an aircraft, missile, command post, or intelligence support project, to include directing inspectors on Nuclear Surety Inspections (NSI), Unit Effectiveness Inspections (UEI), and other compliance/readiness inspections.

Ability to analyze problems, establish objectives, carry out projects and assess progress while working in a multi-functional environment involving interaction with executive and management levels of the Air Force and DoD where negotiation of complex issues and maintaining professional working relationships are critical.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
