About the Position: This position is located at Fort Novosel, Alabama, home of the United States Army Aviation Center of Excellence. Fort Novosel is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville This is a developmental GS-11/12 grade level position and may be filled at grade level. This position provides promotion opportunity to the target grade without further competition.

Duties

Conducts independent research analysis and research on proponent proposals in order to change organizational designs for accuracy based on emerging doctrine, concepts, and guidance from senior leadership. Provides subject matter expertise to Aviation concepts and programs across doctrine, organizations, training, materiel, leadership and education, personnel and facilities (DOTMLPF). Develops, reviews Unit Reference Sheets, participates in and develops aviation Manpower Allocation Requirements. Represents Department of Army (DA), Major Army command (MACOM), joint and combined service conferences, boards, committees, IDTs, working Groups and review boards.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a Secret level security clearance.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • The business travel requirement is approximately 10%.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12 Specialized Experience: One year of specialized experience which includes: 1) Develop, review and provide input during the development of Aviation concepts and associated materiel and organizational requirements 2) Conduct independent analysis and research to change organizational designs for accuracy based on emerging doctrine, concepts, and guidance from senior leadership. 3) Through formal and informal communications and personal contact, exchange information with others to ensure operational capabilities are stated and met. 4) Represent an organization and its interests in meetings, working groups, task forces, project officer groups, conferences, and briefing. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement at the GS-12 level using experience alone--no substitution of education for experience is permitted.
