Duties
Serves as a Budget Analyst in the Resource Management Division (RMD), assigned to a Medical Treatment Facility (MTF), military organization.
Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
Uses Automated Budgetary Systems(s) and computer-generated products in accomplishing budgeting assignments.
Develops estimates in coordination with management officials.
Researches and summarizes data needed to formulate budget estimates.
Reports any variations exceeding accepted funding limitations to the Budget Officer.
Performs in-depth analyses of budget requests by employing techniques such as cost-benefit analysis, program trade-offs, and exploring alternative methods of funding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to travel on military or commercial aircraft to attend conferences and meetings.
- This is a financial Management level 2 Certified position the National Defense Authorization Act(NDAA) 2012, Public Law 112-81, Subtitle F- Financial Management, Section 1599d.
- Incumbent shall comply with the requirements of financial Management level 2 certification program. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- Financial Management level 2 must be obtain within 2 years of hire date.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- This position is subject to screening and update of required immunizations unless exempted for medical or administrative reasons in accordance with Army Regulation 40-562, Chapters 3 and 4.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which demonstrates experience in developing and execution of budgets; Managing budget accounts to prevent under or over funding obligations; and utilizing financial automated systems to create budget reports and/or statistical data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. (NOTE: You must attach a copy of your transcripts for verification.)
OR
Combination of Education and Experience: The specialized experience described above, but less than 1 year and more than 2 years but less than the required education above such that the total is at least 100%. To compute the total, divide your months of qualifying experience by 12. Then divide your semester hours of graduate education beyond 2 years by 18. Add the two percentages. The total must equal at least 100% to qualify. (Note: You must attach a copy of your transcripts).
