You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the FLEET INSTALLATION, ENGINEERING & LOGISTICS BRANCH of NAVWARSYSCEN PACIFIC SAN DIEGO CA.

Duties

You will provide supervision, technical leadership, planning, program/project development, coordination and management of all aspects of the program/project, personnel and facilities of a team. You will establish work objectives and evaluate work of subordinates, exercise full authority on a sub pay pool panel, recommend ratings, awards, and promotions in accordance with STRL guidelines and requirements. You will be responsible for branch strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management and knowledge management. You will ensure technical issues are resolved in a timely manner and provide mitigation strategies for issues severe in nature. You will exercise civilian leadership principles in carrying out assigned duties including mentoring and training subordinate employees, actively supporting EEO programs, complying with regulations in all management aspects. You will apply knowledge of fundamentals and principles of engineering, computer and network hardware and computer systems architecture and integration in the performance of his/her duties. You will be responsible for maintaining system configuration, resolving hardware interface and interoperability problems and ensuring the rigorous application of Cybersecurity/Information assurance.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
• This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 Advanced Level within 12 months of appointment.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or NM-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assist in providing guidance in personnel actions such as hiring/performance issues. Assist in developing policies for department staffing, facilities, safety, security, information assurance and other administrative activities necessary to ensure efficient and consistent implementation of higher-level requirements. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
