You will serve as a Supervisory Program Analyst within the International Program Directorate of NAVSUP WEAPON SYSTEMS SUPPORT. #LI-NAVSUPWSS

Duties

You will serve as the primary NAVSUP WSS advocate for assigned international partners for the Navy's Security Cooperation (SC) program. You will use innovative approaches to find new ways to provide supply and logistics support for Foreign Military Sales (FMS) country programs and acquire international partners. You will conduct negotiations with Department of the Navy, Department of Defense, and international partner representatives concerning support of major weapon systems for assigned programs. You will develop short and long-rang program plans and coordinate proposed plans with the internal and external Security Cooperation (SC) community. You will perform the full range of Supervisory duties including, assigning work, setting performance objectives, counseling employees, resolving complaints, and providing technical advice and guidance.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain a U.S. Passport.
  • This is a Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: 421
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Overseeing case management of Foreign Military Sales (FMS) cases and supply program management expansion which includes strategic planning, training, partnering for new products and services; 2) Conducting customer on-site visits to promote security assistance, logistics support and services, and determine customer needs; 3) Developing management plans, delivery schedules, and funding arrangements with customer counterparts and other US Military services and agencies for weapon systems life cycle support; and 4) Providing guidance, assistance, and advice to International customers and the internal and external Security Assistance community.
