You will serve as a Program Analyst in the Construction Branch, Resident Officer in Charge of Construction (ROICC), Norfolk Naval Shipyard field office of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

Duties

You will build and maintain reports to track the status of program resources. You will use all Microsoft Office applications to monitor, track and report the performance of programs in accomplishing budgetary objectives, cost and revenue targets. You will use multiple funds management systems, performing analytical and evaluating measures to determine the effectiveness of funds operations in meeting established goals and objectives. You will research and resolve budgetary variances or funding issues. You will provide data and analytics to inform department briefings on execution of programs. You will use data loaded by department personnel, develops and implements methods to extract, compile, summarize, and analyze levels of information to measure and funding provided.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Inputting and updating funding document data into databases and financial systems: 2) Utilizing various financial software programs and databases to track metrics and create reports on the status of resources; and 3) Analyzing information to determine the effectiveness of program operations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR

OR
A combination of experience and graduate education as described above that equates to one year of experience
