The primary purpose of this position is: To serve as the facility manager to ensure the continuation of missions in the 10th Space Operations Squadron. The area of responsibility is 10th Space Operations buildings (office spaces, antenna and support buildings and a SCIF) on Naval Base Ventura - Point Mugu and Geographically Separated units at Shriever SFB, Prospect Harbor, ME, and Guam.

Duties

Duty 1: Provide critical management of the unit's facility maintenance operations that support the satellite constellation's unique requirements in electrical, plumbing, heating, ventilation and air conditioning (HVAC.) Duty 2; Manages and maintains the unit's equipment accounts. Duty 3: Implements and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste. Duty 4: Manages and maintains equipment and machinery.

  • Security: Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

Qualifications

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a comprehensive range of principles, concepts, and practices concerning facilities and equipment operations with highly complicated technical requirements that have no clear precedent or plan, with varied functions requiring different operational procedures to inspect facilities, evaluate use patterns and identify maintenance or restoration requirements. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for maintenance, repair, new construction, alteration projects, replacement of existing equipment, or increase in services. Knowledge of fire protection and electrical codes and standards, fire protection concepts, containment and smoke removal, automatic sprinkler systems, water supply sources, fire evacuation, and shelter operations. Skill to determine deficiencies and prepare packages for unusual new construction or complex repair and alteration projects, including preparing initial project scopes, descriptions, and justifications for necessary facility modifications when infrastructure capabilities or aging facilities cannot support valid mission requirements. Ability to use automated systems to create and maintain technical drawings, schematics, project plans, reports and building/equipment inventory records. Ability to communicate effectively both orally and in writing to brief supervisor and committees, and to prepare analyses of problems and reports. Skill to determine deficiencies and prepare packages for unusual new construction or complex repair and alteration projects, including preparing initial project scopes, descriptions, and justifications for necessary facility modifications when infrastructure capabilities or aging facilities cannot support valid mission requirements. Skill sufficient to oversee and implement a program involving identification and resolution of difficult issues or problems such as determining facility deficiencies and appropriate corrective action, developing maintenance concepts, including forecasting usage rates, and establishing initial repair and replacement factors, and analyzing facility requirements. Ability to prepare work packages that include drawings of the existing area involved, changes required, and detailed descriptions of the work and equipment involved. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1: Knowledge of a comprehensive range of principles, concepts, and problem-solving deficiencies for facilities and equipment. 2: Knowledge of basic Air Force budgeting principles, concepts, and practices 3: Knowledge of safety practices, hazardous materials, fire safety, physical security and hazardous waste. 4: Skills to track, document, and dispose of accountable equipment. 5: Skill to determine deficiencies and prepare complete documentation for new construction or repair and alteration projects. 6: Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
