You will serve as a PRODUCTION CONTROLLER (PROPULSION/STEAM) in the Engineering & Planning Division of TRIDENT REFIT FACILITY, BANGOR. This announcement is for an Upward Mobility Program position.

Duties

You will develop Controlled Work Packages (CWP) and Formal Work Packages (FWP) from Planned Maintenance Requirement (PMR) requests, Corrective Maintenance work requests, and TRIPER component overhaul requests. You will develop man-hour estimates using Labor Standards and Uniform Method and Standard (UMS) tools to accurately and consistently determine man-hour estimates for the most efficient production effort You will conduct research of technical information using available resources to develop accurate Job Material Lists (JML) to provide accurate material cost estimates and to aid in procurement of required in-use materials. You will research and correctly identify Quality Assurance (QA) requirements, write Re-Entry Controls (REC) and prepare all QA forms. You will determine the proper procedures, applicable test requirements, and Objective Quality Evidence (OQE) required to certify that work is performed correctly and that repaired systems or components will function as designed. You will research Strategic System Program (SSP) requirements and submit request to SSP to perform work shipboard. You will identify and document requirements for Departure from Specifications (DFS), Liaison Action Requests (LARs), Technical Variance Documents (TVDs), and Waivers.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position requires rotating shift work.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • The work requires moderate physical exertion: stand, walk, climb, bend, crouch, stoop, reach, and lift. Maybe work in confined or potentially dangerous compartments and tanks aboard ships and submarines.

This program is designed to provide Department of Navy employees career growth opportunities who have potential but do not presently meet the Office of Personnel Management qualification requirements for this position. The entry level for this position is GS-09 with a full performance level of GS-12. Knowledge of employees selected may vary and will require the development of an individually tailored training plan to assist them in qualifying for the full performance level of this position. Eligibility requires that the employee be performing satisfactorily, complete all training requirements, acquire the requisite qualifications and have met time-in-grade eligibility for career ladder promotions. This recruitment is open current UIC 68438 employees with GS-09 or GS-10 or WG-5334-10 or WG-4701-10 (or higher) equivalent experience demonstrating the ability to: For GS10: Ability to prepare work packages for the development of workload forecasts to support the modification, overhaul, repair, alteration, or manufacture of submarine systems and components. For GS09: Ability to research technical data (e.g. material cost, man-hour estimates, quality assurance requirements) for the preparation of workload packages to support the modification, overhaul, repair, alteration, or manufacture of submarine systems and components. Employee Participation Requirements: Must be a current permanent employee serving under a competitive appointment, or on a time-limited or excepted appointment that provides for noncompetitive conversion to a permanent appointment (e.g., VRA, Schedule A Individuals with Disabilities). Employees must be GS-09, or GS-10, or WG-5334-10, or WG-4701-10 equivalent (or higher) to be eligible for this opportunity.
