This position is located within the Finance Directorate, Budget Group (BG), Budget Formulation Division (BFD). The BG formulates and executes the FSA administrative budget; produces financial analysis; processes travel, reimbursements, invoices, and administrative payments; and produces budget reports and forecasts.

Qualifications
Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.Specialized Experience for the GS-9
One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:1. Experience preparing budget estimates and justifications. 2. Experience researching budget guidance and procedures; and applying to the budget process and work assignments. 3. Experience using automated financial systems, spreadsheets, databases, and reporting software.
OREDUCATION (see EDUCATION SECTION of the vacancy announcement)OR A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Specialized Experience for the GS-11
One year of experience in either federal or non-federal service that is equivalent to at least a GS-09 performing two (2) out of three (3) of the following duties or work assignments:1. Experience analyzing complex data to effectively defend budgetary needs. 2. Experience researching budget guidance, and procedures; and applying to budget processes and work assignments. 3. Experience in the preparation of communications both verbally and in writing, for external and internal stakeholders. Education
You may meet the minimum qualifications of this position by meeting the following education options.

Two years of graduate education (beyond a bachelor’s degree).

A master's degree or equivalent degree

LL.B. or J.D., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
(GS-11)
Ph.D.
or
equivalent doctoral degree
or
3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related
or
A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
