This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with OAA US Army Headquarters Support Agency-Budget Branch located in Fort Belvoir-Fairfax, VA. You will serve as a budget analyst in the Budget Execution Branch.
Duties
Review and/or revise activity operating programs, projects, and budget submissions.
Provide advice and guidance to budget and program officials of field activities on the preparation of budget estimates, budget formulation, and presentation.
Prepare budget estimates covering assigned organizations' management programs and all required schedules for unfinanced requirements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires a DoD Financial Management Level 2 certification

Specialized Experience:
GS-09 - One year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes applying policies, precedents, and/or policies pertaining to budget and/or finance matters; assisting with analyzing and evaluating changes in program plans and/or funding, and their effect on financial and budget program milestones.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
GS-11- One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes evaluating and/or analyzing program changes, goals, objectives, and regulations in areas such as , budget formulation, and/or budget execution; analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions, inputting data in automated financial systems such as General Fund Enterprise Business System GFEBS or Defense Travel System (DTS).
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
GS-12- One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes managing, planning, organizing, and administrating annual and multi-year budgeting in support of a wide range of administrative, analytical and management activities; providing expert advise and/or counsel on various phases of appropriated fund budgeting to program managers and budget staffs to include planning, formulation, justification, presentation, and execution; utilizing major resource management concepts and initiatives such as the planning, programming, budgeting and execution system (PPBES), and/or Management Decision Packages (MDEPs) and Spend Plan Projection.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
GS12 - Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--
no substitution of education for experience is permitted.
GS11 - Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Budget, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
GS09 - Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Budget, Finance or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
