This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Communications (OC), Call Center Operations Group (CCOG).
As a Contracting Officer Representative, GS-1101-13, you will perform assignments related to acquisition policy, including contract representation and oversight utilizing qualitative and quantitative methods for the analysis and evaluation of contract operations and administration.
Duties
Responsible for coordination with Contracting Officer (CO) of all preaward, post-award and general administration on assigned contracts, most which are characterized by their complexity and significant dollar amounts.
Prepares reports and briefs results and recommendations to program or higher- level management on recruitment and training contracts.
Recommends status reviews, to include representatives of all concerned government and industry organizations, to eliminate or control problem areas within approved program authority.
Coordinates and/or participates in contract evaluation panels to review and score the proposals.

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Preparing contract-related documents such as statements of work (SOW), statements of objectives (SOOs), and Performance Work Statements (PWSs), that detail the scope, required tasks, or schedule of deliverables, to meet the customer's requirements; AND
Managing the contract contractor performance, and ensure compliance with contract terms and conditions (e.g., tracking
obligations, monitoring invoices, and monitoring hours billed on the contract, and troubleshooting invoice holds, etc.) through
all contract phases; AND
Serves as a government representative to contracted service providers and as a technical resource to staff who apply
regulations and government policies related to contracting.
The incumbent must possess and maintain a Level III Federal Acquisition Certification for Contracting Officers Representative (FAC-COR) (PROOF OF CERTIFICATION REQUIRED AT TIME OF APPLICATION).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
