You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Accounting Department of NAVMED OPER TRNG CENTER.
Duties
You will interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations.
You will perform a variety of fiscal, accounting, civilian payroll formulation and justification functions and financial management duties.
You will research guides to locate accounting, budgetary, and financial information and prepare summaries for use by managers.
You will formulate budgets and estimates to support plans, programs, and activities.
You will review audit readiness and overall performance and evaluate budget requests, control, and reporting of obligations and expenditures.
You will develop, determine, and interpret budgetary policies and practices.
You will plan work, set priorities, and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse affect on regular and recurring work.
You will assign work to subordinates based on employees capabilities, priorities, and difficulty.
You will provide technical and administrative oversight, advice, and instruction.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using an automated system (e.g., management information system, Microsoft Word, Excel, PowerPoint, Access) to extract information;
Experience performing routine accounting and civilian payroll formulation and justification functions;
Experience monitoring and reviewing obligations, expenditures, and reimbursable orders;
Experience monitoring end of year closing;
Experience reviewing and evaluating budget requests, control, and reporting of obligations and expenditures; and
Experience formulating budget and cost estimates to support organizational plans, programs and activities.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience developing, preparing, justifying and modifying budgets;
Experience planning, programming, and executing budgets;
Experience gathering and compiling data and preparing budget reports/budgets based on the outcome of finding;
Experience with civilian payroll and accounting systems such as FASTDATA, STARS-FL, WYPC and SMART system tools; and
Experience supervising such as balancing workloads, setting work priorities, monitoring and evaluating performance, resolving issues and identifying training requirements.

OR 2 full years of progressively higher level graduate education leading to such a degree
OR LL.B. or J.D., if related
