This position is organizationally located under the Chief, Surgical Service and bears responsibility for all functions regarding inpatient surgical services and numerous functions for the provision of outpatients services. These Surgical Service duties are administrative in nature and involve coordination throughout the entire medical center.

Duties

Duties include by are not limited to: The incumbent will perform the complex administrative duties and organizational techniques. He/She must effectively communicate the needs of the service and be able to elicit cooperation and assistance from various levels of individuals(including but not limited to employees of all services in the medical center, the University of Louisville Department of Surgery, VA Headquarters, other medical centers, District Counsel, patients and family members and top management). He/She serves as the principal administrative officer, coordinator, and preceptor for the subspecialty sections (listed above) and all other clinical programs within Surgical Service. He/She implements procedures to ensure that all procedures are entered into the appropriate database for the most advantageous reimbursement resource. The incumbent develops and implements data collection systems for the evaluation of various aspects of Surgical Service programs to ensure the most effective arid efficient utilization of resources; includes the monitoring of overall workload and productivity of the services provided throughout Surgical Service. He/she is responsible for all statistical reporting activities in the service and in this regard will devise data gathering mechanisms or instruments and instruct other service employees in the employment of these tools. He/She is responsible for the coordination of the purchase of additional and replacement equipment, supplies and services. He/she is responsible to monitor the Surgical Service acquisition and maintenance program. This includes initiating the purchase/installation of new equipment and ensuring the maintenance and repair of all equipment under the purview of Surgical Service. Acts as Surgical Service's budget manager for all service control points and is responsible to the Chief, Surgical Service, Chief, Fiscal Service and top management officials for the various finances of Surgical Service. He/she is responsible for evaluating all expenditures from the service's control points prior to authorization of purchase and ensure that the service does not obligate funds before they are made available for this purpose. Develops, drafts, and implements Surgical Service' s budget plan to reflect requirements for conducting the normal business activities of Surgical Service. The incumbent utilizes historical clinical data in order to project the medical needs of patients for the budgeting of clinical contractual agreements, specifically neurosurgery and anesthesia. He/she uses current financial reports and data to remain within the budget. The incumbent maintains controls to reduce section and service operational costs by working with subordinates to establish objectives for improving departmental performance. He/She serves as Contract Officer Representative (COR) on all Surgical Service Contracts. Work Schedule: Monday - Friday 8:00am - 4:30pm Telework: Ad-hoc Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Planning, developing, coordinating, and supervising Division Managers and subordinate staff. Implementing and evaluating improvement processes and procedures to monitor effectiveness and ensuring that resources are utilized effectively. Exercising independent judgment, initiatives, resourcefulness, and originality in facilitating achievement of a program and its mission. Making decisions and initiating actions that involve the interpretation of policy or the setting of precedents. Making determinations and advising on complex administrative and clinical operating problems that could affect health care delivery in a Medical Center. Analyzing and synthesizing data to produce reports and display information in a variety of formats. Skill to plan, distribute, coordinate, and monitor work assignments of others; evaluate work performance and provide feedback to others on their performance; ensure that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner; Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues; Skill to effectively express information to multiple audiences through clear, convincing oral and written communications.
