About the Position: This position is with the Army Contracting Command - Rock Island, Human Resource Branch located in Rock Island, Illinois.
Duties
Serves as an authority over all facets of military personnel management, telework, and other assigned programs.
Manages programs such as Military Awards, Military Personnel Actions, Officer/Enlisted Separations and Military Pay.
Promotes the establishment and achievement of military personnel management objectives throughout ACC Rock Island.
Evaluates the effectiveness of operating programs in subordinate activities.
Conducts policy reviews to evaluate effectiveness of current practices.
Recommends changes to established procedures and alternative approaches to resolve recurring issues.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

GS-11 Level: Specialized Experience: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) Assisting with military programs (such as transitioning or military awards programs); OR 2) Processing a wide variety of military personnel actions; OR 3) Utilizing human resources automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
(Note: If using education to qualify, you must submit college transcripts with your application. Transcript must clearly show the degree was awarded/conferred, the date the degree was earned, and the name of the College/University).

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-12 grade level.
