Responsible for the receipt/application of all Veterans or beneficiaries seeking medical care from the facility, to include eligibility/entitlement determinations. Assures that medical examinations are conducted & treatment is provided according to VA regulations concerning eligibility & priorities for care. Processes applications for hospital, nursing & outpatient care. Maintains administrative control over bed assignment & availability, makingrecommendations for changes based usage/demand.

Duties

Duties include, but are not limited to: Patient Administration Assuring that medical examinations are conducted and treatment is provided according to VA regulations concerning eligibility and priorities for care. Processing applications for hospital, nursing and outpatient care. Maintaining administrative control over bed assignment and availability, making recommendations for changes based on studies of usage and demand. Ward and Clinical Support Providing clerical and administrative support to professional staff on wards. Responsible for maintaining patient medical records, insuring requested tests and treatments are scheduled, completed, and results entered in the medical record. Assisting patients and families' representatives with questions/problems concerning policies, regulations, etc. Medical Records and Transcription Ensuring availability of completed records for Community Based Outpatient Clinics (CBOC) as well as a large volume of patients being referred to other VA Medical Centers for services not available at this medical center. Providing orientation and training for professional staff and residents in VA policies and procedures, medical record practices, nomenclature, classification systems and medico-legal requirements. Ensuring that medical records are adequate for legal purposes as well as accrediting bodies such as The Joint Commission. Community Based Outpatient Clinics and Outreach Clinics Directing the full range of program management responsibilities for the four CBOCs and two Outreach Clinics located West Texas and New Mexico. Receiving and processing of applications, eligibility and entitlement determinations, preparing maintenance of medical records, appointment scheduling, clinic clerical support, release of medical information, and statistical data gathering and reporting. Statistical and Budget Maintenance Providing a workload database for budget and expenditure estimates to top management. Applying fiscal management principles to budgetary control points under the control of HAS including transcription. Working closely with executive leadership and Fiscal Officer to provide workload statistics which reflect care provided and trends andchanging priorities. Personnel Management Demonstrating a broad knowledge of government-wide and agency personnel management requirements, policies and systems. Contributing to the development of local medical center policies and programs concerned with equal employment opportunity, merit promotion, labor-management relations, position management, and serving as the facility Publications Control Officer. Public Relations Maintaining frequent personal contact with members of service organizations, congressional staffs, state and local service officers and other members of the community at large. Explaining, discussing and defending WTVAHCS and VA policies and rules. Representing the executive leadership at meetings of national, state, and local Veterans groups. Internal Reviews Conducting periodic in-depth reviews of major functional areas under the control of HAS. Initiating performance improvement initiatives when indicated. Management Advisory Services Participating and providing technical advice in most significant planning, policy, and decision-making actions initiated within the facility. Representing WTVAHCS and serving as a liaison with the Regional Counsel on all legal matters affecting patient care. Participating/chairing major facility management committees such as Leadership Council, Quality Executive Board, Information Management Board, Performance Measures Committee, and Rural Health Committee, etc. Administrative Officers of the Day Responsible for supervising the Administrative Officers of the Day. Work Schedule: Monday thru Friday 8:00 am to 4:30 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/01/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Requires long range planning; a thorough knowledge of the program objectives, scheduling, and interrelationships with other programs; and skill in interpreting policies to solve unprecedented and unpredictable problems. Thorough knowledge of agency program planning, funding, and management information systems. Ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time. This specifically includes forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable-non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution. Excellent Communication skills must be evident in order to develop a wide range of written products such as reports, memoranda, briefings, presentations, etc. on subjects that are often highly sensitive, complex and/or controversial. You will be rated on the following Competencies for this position: Administration and Management Data Management Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
