This position serves as a Program Analyst (Compliance) reporting to the Compliance Officer in Corporate Compliance Service at the West Texas VA Health Care System (WTVAHCS) in Big Spring, TX.
Duties

Major Duties:
Assists the Compliance Officer in the formulation of major professional policies and procedures through completed staff studies, specific recommendations and professionally developed reports.
Participates in systematic reviews of services.
Assists the Compliance Officer in quality improvement programs and assigned special projects.
Coordinates and prepares documents for programs or services which are required by The Joint Commission (TJC), the Inspector General, and other accrediting bodies.
Develops policies, procedures, schedules and other activities to have the health care system comply with VA, TJC, and other regulatory agencies.
Works independently to coordinate all aspects of the Controlled Substance inspection program for all areas of WTVAHCS that administers or stores controlled substances or other commonly diverted medications to ensure safety and control of inventory.
Guarantees facility compliance with VHA directives, handbooks, local policy and procedures, and accrediting organization standards regarding the use of controlled substances.
Recruits, trains and maintains an adequate number of Controlled Substance Inspectors (CSI).
Organizes and ensure completion of the required inventories and inspections by CSI in each are that stores commonly diverted and controlled substances.
Provides and ensures CSI completion of all training requirements including but not limited to national mandated training, CSI Certification, local training, and annual competencies.
Incumbent is responsible for education of staff at all levels on the Compliance and Controlled Substance program concepts, initiatives and tools.
Performs other related duties as assigned.

Qualifications
To qualify for this position, you must possess one of the following:
SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service. Specialized experience is program management experience and data analysis experience that included using qualitative and quantitative techniques for collecting, analyzing, and/or interpreting a wide variety of data to measure the effectiveness, efficiency and/or productivity of administrative, clinical and/or technical health care programs.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Successful completion of a master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
OR
COMBINING EDUCATION AND EXPERIENCE (Transcript Required): An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements (i.e., six months of specialized experience and one year of graduate education.

Physical Requirements: Work is generally sedentary with some visits to worksites requiring walking and standing. Some bending, stooping and carrying light items such as paper, binders and training materials is required. Filing, telephone communication, and keyboarding are the principal activities.
