Their primary function is overseeing the administrative activities of outpatient clinic operations for all Ambulatory Care and Behavioral Health product lines within the West Texas Health Care System (WTVAHCS) to include all Community Based Outpatient Clinics.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position works in tandem with the clinical services in providing direction and guidance as it relates to access to care, patient eligibility, entitlements, registration, and other appropriate patient processing activities. Duties include, but are not limited to, the following: Provides advice and guidance on a health administration program(s) in relation to such issues as formulating plans, evaluating and coordinating the day-to-day administrative management of the Health Administrative Service Oversees the daily operation of the unit and ensures that agency policies and priorities are being followed. Development, implementation, and sustainment of in-service training programs for all units of responsibility. Responsible for coordinating the section administrative support activities related to scheduling and preregistration. Develops performance standards and evaluates work performance of subordinates. Work in conjunction with clinic service lines, leaders, and support staff to assure quality patient care coordination Analyzes clinical and administrative processes related to information flow; Determines workload, quality control requirements and training needs; Performs other duties as assigned Work Schedule: Monday-Friday; 8:00am-4:30pm Recruitment & Relocation Incentives: Not authorized Financial Disclosure Report: Not Required

Qualifications

To qualify for this position at the GS-11 grade level, you must meet one of the following requirements: Experience: You must have one full year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is managing the daily operation of an administrative unit within a clinical setting; ensuring that agency policies and priorities are being followed; developing performance standards; evaluating work performance of subordinates; and providing instruction to employees on administrative matters. ~OR~ Education: In order to substitute education for experience, you must possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts Required. ~OR~ Combination: You must have equivalent combinations of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. NOTE: Transcripts Required. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountabilityLeadershipManages and Organizes InformationOrganizational Awareness IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Working Conditions: The work includes some walking, standing, bending, lifting and carrying of relatively light items such as books and medical records. The incumbent must be in good physical condition, able to work under pressure, and able to tolerate the stresses of various aspects of this position. Work is performed primarily in an office setting but involves interacting in outpatient units as well as reception/registration.
