This position serves as that of Chief, Health Benefits and Administration (HB&A) Section, Health Administration Service (HAS) at the West Texas VA Health Care System (WTVAHCS), Big Spring, Texas. Incumbent provides high level administrative support to HAS, upper management and clinical services.
Duties
The primary function is overseeing the administrative activities of outpatient clinic operations for all Ambulatory Care and Behavioral Health product lines within the West Texas Health Care System (WTVAHCS) to include all Community Based Outpatient Clinics (CBOCs), all scheduling aspects and operations of the WTVAHCS Combined Call Center and all operations of the Eligibility and Enrollment Office to include Decedent Affairs and Personal Funds of Patients (PFOP). Incumbent may be called upon to serve as Health Administration Service Chief during absences of the Chief and Assistant Chief. The incumbent works in tandem with the clinical services in providing WTVAHCS with direction and guidance as it relates to access to care, patient eligibility, entitlements, registration, and other appropriate patient processing activities.
Managerial duties:
Incumbent is responsible for evaluation, planning, direction and management of all outpatient clinic functions for Ambulatory Care and Behavioral Health Clinic, including but not limited to appointment management, consult management, Electronic Wait List (EWL) management, and New Enrollee Appointments.
Request (NEAR) List management, Return to Clinic (RTC) Order management, Recall Reminder management, and all associated functions and performance measure metrics. Additionally, all functions of the Eligibility and Enrollment Office, including but not limited to patient processing, initial eligibility determinations, timely and accurate patient registration and disposition, PFOP Program management, Veterans Health Information Card (VHIC) operations, Decedent Affairs management, and all associated functions and performance measure metrics.
Responsible for the management of Click 2 Benefits program an inter-agency program with the Veterans Benefits Administration (VBA). Through a fully developed comprehensive administrative management program, incumbent provides services and technical services to Veterans necessary to meet the procedural, legal and administrative requirements of program.Development and implementation of in-service training programs for all units.
Supervisory duties:
Responsible for supervisory oversight of all HAS staff assigned to WTVAHCS's (5) geographically dispersed CBOCs. Ensures all administrative, clerical, and HAS support processes are in place and operating using standardized, written policies and procedures. Creates a mirror image of support services to those supplied by the main facility clinics and Enrollment/Eligibility.
Responsible for supervisory oversight of HAS staff assigned to the WTVAHCS Combined Call Center. Responsible for coordinating the section administrative support activities related to scheduling and preregistration. Will work in conjunction with Combined Call Center Manager, Pharmacy Chief and Assistant Chief, and staff to assure quality patient care coordination.
Responsible for supervisory oversight of the WTVAHCS Telephone Operator functions. Ensures 24/7 coverage, maintaining compliance with all WTVAHCS and higher authority directives. Ensures all customer service responses are handled within allotted time frames and in a manner consistent with established protocols.
Administrative Compliance:
Formulation and review of directives pertinent to both professional and administrative aspects of all areas of responsibility quality improvement/performance plan to include reviewing and appraising the effectiveness of each phase of patient administrative activity; including analyzing and reporting findings to management, utilizing information gathered to make necessary improvement; and providing implemental solutions to problems noted in reviews.
Research and prepare responses to controlled correspondence/inquiries for the HAS Chief, and/or the WTVAHCS Director involving all areas of responsibility.
Application of Title 38 Laws and Regulations to the determination of eligibility, hospitalization, outpatient treatment, and other related services and benefits.
Establishment and documentation of administrative procedures and performance standards and is responsible for career development of supervisors and employees.
Other duties as deemed necessary by the management responsibilities of the position or instructed by higher authority.
Work Schedule: Monday - Friday 8:00 a.m. to 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/31/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as primary point of contact for a medical or business office for the public; explaining technical or other complex information orally relative to National directives and public laws governing eligibility for healthcare for patient access; identifying needs or problems associated with health care administration; processing administrative issues (i.e. consults, return to clinic orders, recall reports, financial assessments, insurance capture, patient registration, etc.); promoting a good working relationship with key individuals or groups; monitoring, maintaining, and updating data, records, or other information; reviewing reports, development of documents (i.e. Issue Briefs, correspondence, Congressional inquiries, etc.), records, data, or other materials to verify completeness, correctness, consistency, and compliance; notifying individuals of decisions, problems, or further actions needed; and maintaining a working knowledge of relevant laws, regulations, policies, standards, or procedures. To qualify based on education for this grade level you must have a PhD or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related. Physical Requirements: The work includes some walking, standing, bending, lifting and carrying of relatively light items such as books and medical records. The incumbent must be in good physical condition, able to work under pressure, and able to tolerate the stresses of various aspects of this position.
