The position serves as a Program Analyst (Compliance) reporting to the Compliance Officer. The Program Specialist (Compliance) is responsible for program functions to include compliance education and training, compliance committee, internal reporting and communications, auditing and monitoring, investigation and response for an affiliated, level 3 complexity health care delivery system.
Duties
Major duties include, but are not limited to:
Participates in systematic reviews of services. Assists in developing, implementing or coordinating the implementation of corrective action resulting from such reviews. Incumbent must exercise independent decision making in accomplishing duties.
Coordinates and prepares documents for programs or services which are required by The Joint Commission (TJC), the Inspector General, and other accrediting bodies. As appropriate, develops policies, procedures, schedules and other activities to have the health care system comply with VA, TJC, and other regulatory agencies.
Works independently to coordinate all aspects of the Controlled Substance inspection program for all areas of WTVAHCS that administers or stores controlled substances or other commonly diverted medications to ensure safety and control of inventory.
Recruits, trains and maintains an adequate number of Controlled Substance Inspectors (CSI). Organizes and ensure completion of the required inventories and inspections by CSI in each are that stores commonly diverted and controlled substances.
Reviews all documented complaints recorded by the patient advocates, relating to possible diversion activities (e.g. shorted quantities, mail prescriptions not received, etc.).
Ensures all discrepancies are reviewed and resolved timely by the area supervisor and entered into the monthly summary report and reports unresolved discrepancies to the Medical Center Director for possible further investigation. Tracks and reviews any follow-up actions as necessary.
Prepares quarterly and annual reports to the Medical Center Director summarizing any identified discrepancies, trends and potential areas for improvement, including development and implementation of corrective action plans.
Provides leadership to groups and teams; and develops and presents executive level reports for other committees and top management as necessary.
Responsible for education of staff at all levels on the Compliance and Controlled Substance program concepts, initiatives and tools. Develops training material and makes presentations in various education forums, including new employee orientation and provider training.
Work Schedule: Monday - Friday, 8:00am - 4:30pm or 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares quarterly and annual reports to the Medical Center Director summarizing any identified discrepancies, trends and potential areas for improvement, including development and implementation of corrective action plans, develops training material and makes presentations in various education forums, including new employee orientation and provider training, and establishing standards of a professional/administrative nature to improve program, services, operations, and facilities at all levels of the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 18 semester hours of graduate level education. (TRANSCRIPT REQUIRED.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
