About the Position: Serves as the Ordnance and Explosive (OE) Safety Specialist and subject matter expert with responsibility for performing project and technical support duties associated with OE matters. Ensures the safe execution of OE projects by developing and using relevant guidance and implementation of the OE safety program. Must be a graduate of the Joint Military Service Explosive Ordnance Disposal School (EOD). Must supply documentation of graduation.

Duties

As an Ordnance and Explosives (OE) Safety Specialist responsible for the investigation, identification, removal, and disposal of ordnance and explosives, chemical agents, and other toxic and hazardous-materials from contaminated sites. Develop technical guidelines relating to the safety of personnel who are performing field investigations of known or suspected chemical and conventional ordnance and/or contaminated areas. Review and evaluates OE technical documents submitted to ensure safety and technical adequacy of approach for investigations and cleanup of chemical and conventional ordnance and/or contaminated areas. Perform field activities which include providing OE safety oversight and Quality Assurance of investigation and disposal of unexploded ordnance, chemical agents and other toxic and hazardous materials. Perform quality assurance for cleanup activities at chemical and/or conventional ordnance contaminated sites. Present training courses and workshops on OE safety criteria, standards, policies and technical guidance to U.S. Army Corps of Engineers (USACE) elements, Environmental Protection Agency, State regulators, and various other Government agencies. Provide technical expertise and guidance regarding the proper storage, maintenance, handling, inspection and transportation of military munitions. Recovery of Military Munitions experience required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • TDY travel as required may be up to 75% of the time.
  • This position is covered by the Lautenberg Amendment to the Gun Control Act of 1968. This position requires the incumbent to have access to firearms and/or ammunition.
  • In order for incumbents of this job to fully function in accordance with objectives of Command Technical Assistance Program, they must be mobile and subject to assignment anywhere in the world where the program operates.
  • Incumbent is required to be mobile for worldwide assignments as the needs of the service dictate, per AR 700-4. Position requires passing a pre-employment physical and annual reviews.
  • Possessing a valid state vehicle operator's license in CONUS. Obtaining and retaining a valid vehicle operator's license as required by the OCONUS Country of assignment.
  • Must be a graduate of the Joint Military Service Explosive Ordnance Disposal School (EOD).
  • Incumbent of the job may be on-call and work irregular hours and accompany the assigned unit during technical and training field exercises.
  • Incumbent must be able to obtain a “no-fee” passport.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
