Duties

The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. F&M also has field responsibility for all administrative functions and personnel across the country. We are looking for individuals experienced in administration to work in a fast-paced, public sector environment. As an Administrative Officer, you will: Function as a resource manager. Coordinate with administrative officers and office managers on management, administrative and personnel matters. Prepare appropriate reports and recommendations on programs and systems for management consideration. Represent Office interests at meetings, both within and outside the office, from which to solicit and develop recommendations, proposals, and options for long range organizational planning. Evaluate proposals for major program requirements in areas of responsibility and recommends priorities to encourage optimal use of staff years and equipment resources. Initiate request for personnel action (SF-52's). Track due dates for potential promotion actions for National Office staff for FM, CC (immediate office), WI, HC and NTA. Serve as operational contact for the space/facility management program of the Office. In coordination with the various organizational components of the Office, ensures that space/facilities management plans are efficiently, effectively, and timely developed and implemented. Work with Executive Assistant to development the annual Financial Plan for National Office assigned areas by determining fund requirements and preparing budget estimates and supporting data for presentation by the Associate Chief Counsel to the Financial Management Division for use in establishment of an approved Financial Plan. Develop and maintain a database program for all reports prepared in the Administrative Office on budget such as statistics affecting the expenditures of the Associate Chief Counsel (FM) national office, WI, NTA and CC immediate office. To qualify for this position of Administrative Officer you must meet the qualification requirements listed below by the closing of this announcement: For GS-11: Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Assisting with independent evaluations on administrative functions and preparing study findings, recommendations, and reports; providing advice on a variety of administrative and management programs and procedures; performing liaison functions with other organizations; procuring and managing office resources such as office supplies; and overseeing the maintenance of personnel records, timekeeping, and initiating personnel actions.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education Substitution: You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related. OR Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions. NOTE: If qualifying based on education, your transcripts will be required as part of your application package. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
