You will serve as a MANAEMENT ANALYST in the MANPOWER ADMINISTRATION, AND TRAINGING INITIATIVES of NMCPAC EAST ASIA DIVISION.

Duties

You will provide human resources management advice based on in-depth knowledge of operations. You will consult with HRO and OCHR to develop strategies and solutions for dealing with HR management issues and problems ensuring management's objectives are met while staying within legal requirements. You will assist in providing HR management function to ensure optimal staffing requirements are maintained through recruitment liaison/ processing with appropriate HRO and OCHR representatives. You will advise management officials regarding procedures, laws, regulations, and polices dealing with workforce diversity, recruitment, merit promotion, employee and labor relations, career development, training, and other HR related activities. You will provide classification and position management advice of high quality and with complete analysis in order to maintain and organizational structure that achieves optimal balance. You will assist with carrying out Equal Employment Opportunity (EEO) policies and communicating support of these policies to civilian personnel: assuring equity in determining qualifications, selections, assignments, promotions, etc. You will develop instructions, regulations, and standards required for Program system training for the command. You will organize, track, and advise management on all civilian training and military GMT requirements.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is limited to applicants within commuting area of the Island of Oahu. . This does not include applicants applying under VEOA.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching and analyzing civilian personnel management principles, policies, and programs by identifying trends, and developing recommendations for improvements to ensure the effectiveness and efficiencies of the program mission and strategic planning needs. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related

or

A combination or education and experience as described above that equates to one year of experience.
