About the Position: This position is located in the Directorate of Human Resources, Army Substance Abuse Program. Fort Cavazos rests in the beautiful "hill and lake" country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin.
Duties
Responsible for ensuring the non-military component of the installation, e.g., DA civilians, family members and retirees are provided Employee Assistance Program Services and/or referrals to clinical rehabilitation services as required.
Conduct initial interview and assesses nature of employees' problem(s).
Conduct on-going assessment of treatment and rehabilitation programs available in the local community.
Maintain client records in accordance with the Directorate of Prevention, Resilience and Readiness established policies/guidelines.
Liaison with local programs, treatment facilities, civilian and military law enforcement agencies, magistrate courts, and other courts to provide access to programs.
Develop and conduct training designed to acquaint all employees, civilian and military, with ways to identify individuals with alcohol, drug, emotional and/or behavioral problems which may interfere with job performance.
Initiate marketing campaigns and training programs designed to educate the targeted civilian audience on substance abuse prevention treatment and rehabilitation services.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Attain and maintain Certified Employee Assistance Professional status through the Employee Assistance Certification Commission established by the Employee Assistance Professionals Association within 3 years of assuming the duties of the position.
- Temporary Duty Travel (TDY) may be required up to 5%
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.

Basic Requirement for Employee Assistance Program Coordinator:
A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as social work, psychology, or counseling.
OR
B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes screening clients' needs for programs and/or services available; assisting with screening service providers, credentials and/or facilities for service delivery; coordinating training to support program requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: social work, psychology, or counseling.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
