Duties
Exercise full authority for management and operation decisions related to the Army Substance Abuse Program located on a garrison that must be responsive to a world-wide mission.
Plans, directs, supervises and evaluates the Installation’s Army Substance Abuse Program (ASAP) non-clinical program; and administrative oversight of the clinical program.
Recommends to supervisor and/or higher authority any changes in procedures or policies required.
Develops and implements local ASAP SOPs and policies.
Exercises operational control of ASAP non-clinical personnel and administrative oversight of the ASAP clinical personnel.
Manage and monitor the Installation’s Biochemical Testing Program.
Assures military and civilian drug testing is performed IAW with prescribed procedures to include chain of custody procedures and physical security measures.
Performs all actions in support of non-clinical personnel, e.g. hiring, orienting, contracting, directing, supervising, monitoring, and evaluating performance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty Travel (TDY) may be required up to 5%.
- Supervisory probationary period may be required.

Specialized Experience: One year of experience which includes experience developing plans, methods, policies and procedures to implement substance abuse prevention program. Develop and execute a budget plan for a substance abuse program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12)
