This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This Project Officer NH-0340-03 position is assigned to the PEO, C3T Project Manager Mission Command office located ABERDEEN PROVING GROUND APG, MD 21005.

Duties

Will be tasked with projects such as program level acquisition analysis and realignment with ever fluid DA and OSD directives and revised tactical and strategic objectives. Initial activities will include leading a multifunctional milestone development team to ensure all milestone planning, coordination, and documentation activities are completed on time and to the highest quality. Works under the general supervision of a Product Manager. Maintains contact with other Product Offices to keep fully informed of the organization's operations, coordinate actions of multiple organizational elements, and provide direction during project execution. Plans, organizes, and directs the operations by establishing policies, planning, prioritization and conduct of efficient and economical use of the equipment, manpower and funding resources necessary to accomplish the mission. Collaborates with top management to negotiate, determine, schedule or coordinate supporting services. Continually evaluates effectiveness of resource utilization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management certification within 60 months as of entrance on duty.
  • Must be able to obtain/maintain a Secret clearance.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Leading a team, planning, prioritizing and assigning work; 2) Serving as a project leader to direct work for projects within the organization; 3) Monitoring the program management efforts to provide continuity and support community relationships; and 4) Providing situational awareness briefings while reporting to senior leaders on the progress of the programs/projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).
