The primary purpose of this position is to serve as an AFPC Military Personnel Pay Tier III program administrator for DAF-wide military compensation program(s) of varying size frequently requiring modification of a wide range of variables. Plans, develops, and establishes program guidance, assessments, requirements, and advisory services for the Department of the Air Force-wide military compensation program to external and internal customers.
Duties
Program Administrator and Subject Matter Expert for Department of the Air Force-wide Financial Management program(s). Serves as the principal analytical expert in determining the financial management aspects and impacts of complex problems involving a full range of DAF, MAJCOM and base-level compensation mission and support activities.
Conducts and/or leads studies and/or initiatives to improve program(s) and/or influence policy changes for assigned financial management programs that typically involve long-range, highly complex, and often sensitive topics. Prepares or oversees preparation of instructions, manuals, and other materials designed to improve effectiveness of financial management operations and programs.
DAF representative for Total Force management of Military Compensation programs, as directed by 66 DoD and DAF level instructions. Responsible for overall development and implementation of instructions governing military compensation programs; publishes and maintains current guidance and procedural guidance.
Provides advisory services to managers, supervisors, and employees on Military Compensation program(s). Coordinate and provides factual, up-to-date information and guidance concerning obligations, expenditures, and availability of military personnel budget funds.

- Work may require extensive travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays

- This is a Financial Management Level III Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes in depth knowledge of the mission, operating programs, and organizational structure of the program's functional community on an AF-wide basis. Expert knowledge of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of policies, concepts, and procedures affecting the Air Force's functions in order to effectively administer assigned personnel/manpower/services Air Force wide program(s). Wide ranging knowledge of DoD, Air Force Federal, and industry concepts, laws, principles, practices, procedures, and standards as they apply to the functional career field at all organizational levels within the Air Force. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and practices governing to administer an Air Force wide Financial Management program(s).
Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems.
Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on financial management programs to meet goals and objectives within available resources.
Knowledge of organizational structures, missions, objectives, operating program, key positions, and administrative policies and procedures across the Department of the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods.
Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization.
Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialist; lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
