This position is located within the Department of Labor (DOL), Office of the Chief Financial Officer (OCFO), Division of Client Financial Management Services (DCFMS). DCFMS has overall responsibility for budget execution within DOL and provides additional budget support for client agencies funded under the Departmental Management (DM) appropriation and the Working Capital Fund (WCF).
This position is outside the bargaining unit.
Duties
As a Supervisory Budget Analyst, you will:
Review program plans including multi-year strategies and issue papers to determine the needs of designated client organizations, securing necessary modifications to program plans to reflect resource strategies and budgetary constraints.
Provide long-range analysis of the potential effects of budgetary actions on national, economic, social, and political objectives.
Administer the amount and timing of allotment of funds to agency components and programs.
Conduct monthly financial status reviews and prepares quarterly and annual financial forecasts on a monthly basis, identifying potential fund-utilization problems.
Identify and distribute the workload among employees in accordance with established priorities, timetables, workflow, and skill levels.
Perform supervisory duties such as selecting candidates for employment; establishing performance standards, evaluating performance and training needs; and recommending awards/promotions/disciplinary actions.
Prepare written responses to questions from Congress, working with Departmental analysts to provide documentation of workload factors in the budget estimates.
Participate in the preparation of narrative presentations for designated client organizations, ensuring that budgetary, workload, pricing, and staffing strategies are properly presented and supported.

Qualifications
You must meet the Specialized Experience to qualify for Supervisory Budget Analyst, as described below.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service, which includes:
Leading staff or a team in the development of policies, processes, systems, and procedures for coordinating and managing budget.
Formulating, facilitating, and executing an organizational budget, and providing oversight and guidance to the related budgetary activities.
Developing financial reports, documents, presentations, or briefing materials in order to communicate financial issues or concerns and solutions to management.
Education
There is no education requirement or education substitution for experience at the GS-15 level for this position.
