Duties
Plans, directs, organizes, and supervises employees assigned to the Budget Branch.
Responsible for Agency-wide budget programs with primary responsibilities in budget formulation, presentation and execution of all appropriated funds.
Reviews budget estimates submitted by Headquarters, Regions, Corporate Audit Directorates, and subordinate directorates for consistency with prior and current cost data and need for new or expanded programs.
In coordination with the Operations Directorate, develops proposed reimbursement programs included in budgets submitted to Office of the Secretary of Defense (OSD), the Office of Management and Budget (0MB), and Congress.
Oversees development of budget presentation material required to be submitted to the OSD and Congress.
Develops plans, policies, and procedures based on guidance received, evaluates options, briefs and obtains management approval for the preparation and submission of the agency's Annual Budget Estimate to the OSD and OMB.
Directs the development of plans, policies and procedures to ensure the orderly execution of the budget.
Establishes, develops, and maintains effective work relationships with key customers and coordinating officials to assess customer satisfaction.
Exercises supervisory personnel management responsibilities.

Qualifications
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Specialized Experience:
You must have one year of specialized experience at the GS-13 or equivalent level. Specialized experience must be documented in your resume.Specialized experience is defined as providing direction and solutions to managers/officials on budget and operating estimates; AND Developing and preparing budget estimates; AND Supervising a staff or team in the development of policies, systems and procedures for budgeting and managing funds.
