About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 470th MI BDE, 717th MI BN, at Lackland Air Force Base, Texas.

Duties

Serves as a Basic Certified SIGINT and CYBER Target Analyst Reporter (TAR) within the US Army 470th MI BDE. Drafts, evaluates, and performs analytic editing of intelligence reports that support cyberspace operations. Assists and advises analysts in best practices for producing intelligence reports. Authors, edits, and prepares SIGINT and Cyber Intelligence reports to be reviewed and released by senior reporters. Maintains familiarization with intelligence database tools; advises in basic analytic techniques required to support the reporting efforts of the assigned mission.

Requirements

  • Under crisis operations, may be subject to short notice expanded hours and possible recall situations and irregular work hours, including weekends and holidays.
  • Must obtain Basic level USCYBERCOM/ARCYBER JQR certification as a Target Analyst Reporter (TAR) within 2 years of assignment to this position.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for Sensitive Compartmented Information (SCI).
  • Must be able to obtain and maintain access to National Security Agency (NSA) facilities and networks.
  • Temporary duty (TDY) travel may be required 25% or less.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Overtime/shift work may be required.
  • Position is considered Non-Combat Essential (NCE) and during periods of increased tension and mobilization could be assigned to any location worldwide.
  • Must sign a DD Form 2365 acknowledging that certain levels of medical, security, performance, conduct, and overall fitness must be maintained to be suitable for assignment to an austere and stressful combat environment.
  • Position is designated Mission Essential and the incumbent must be able to remain on duty or make every effort to report to duty on time during emergency and/or crisis situations.

Specialized experience is defined: Performing analytic functions that include targeting, quality control, and development of query strategies to conduct Cyber Warfare Analysis in support of Full-Spectrum Operations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
