You will serve as a MILITARY ANALYST (DOCTRINE DEVELOPMENT) in the Concepts Division of NAVY WARFARE DEVELOPMENT.

Duties

You will represent Navy Warfare Development Center at Navy and joint working groups, in-process reviews, study advisory groups, conferences, symposiums, and meetings to exchange and develop ideas that inform production of CONOPS and Navy doctrine. You will contribute to modeling and simulation analysis plans and concepts of operations (CONOPS) validation demand and synchronizes their inclusion in appropriate experimentation venues to confirm, refute, or refine central ideas of working CONOPS. You will provide input and assists in conducting capability based assessments (CBA) relating to joint and service mission areas. You will manage development of doctrine in coordination with other navy primary review authority commands to ensure the inclusion of concepts. You will propose study/concept development projects to identify questions to be answered, alternatives to be considered, and methods to be used to achieve solutions. You will identify operational requirements and issues so analytical agencies can conduct detailed assessments. You will perform a variety of analytical task associated with operational concept development and force alternative design.

  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to theGS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing tasks using knowledge of a variety of concept such as: Concept of Operations (CONOPS), and doctrine publications/studies developed by other stakeholders including: Primary Review Authorities (PRAs), Warfighting Center of excellences (WCOEs), Navy schools, U.S. Fleet Forces, Joint, Interagency, Intergovernmental, and multinational (JIIM) partners and other external sources; 2) Determining sequence and timing of key program events and milestones, decision methods, and alternative approaches in order to achieve required mission objectives; 3) Utilizing Department of the Navy (DON) information technology policies, standards, procedures and practices when performing tasks; 4) Developing relationships with other programs and key administrative support functions within the activity and in other agencies; 5) Providing project management and technical leadership to include planning, organizing, directing team study work and ensuring objectives are accomplished within specified timeframes; 6) Utilizing fact-finding and investigative techniques, including skill in application of a wide range of methods for the assessment and improvement of program effectiveness or improvement of management systems; 7) Experience in at least one warfare areas (i.e. integrated air and missile defense (IAMD), antisubmarine warfare (ASW), mine warfare (MW), electronic warfare (EW), surface warfare (SUW), air warfare (AW), and cyber warfare and/or experience and expertise with the system of systems and family of systems that enable network based mission command and control.
